On June 4th, COMMUNIA hosted the webinar “Cashing in Twice – The Extension of Resale Right in the Second-Hand Book Market in France.” The event brought together a group of experts to discuss the problematic implications of a French legislative proposal for taxing the resale of second-hand books. Background

In April, the French Government announced the introduction of a tax on second-hand book sales. Such a measure would restrict the availability of knowledge and culture for economically disadvantaged readers who rely on cheaper, used books the most. It is also unclear how much money would actually flow into the pockets of authors since the scope of application is still subject to debate and doubts about the enforceability remain. Finally, the proposal raises a number of legal questions.

Panel

In a panel discussion, with three experts we explored the socio-economic implications and discuss the legal issues in greater detail.
