Usage rights should be protected across borders.

Users that engage in remote and online activities that require the participation and collaboration of individuals and institutions located in different countries trigger the application of multiple laws. Europe needs to ensure that provisions enabling the use of protected materials under copyright exceptions have a cross-border effect both inside and outside of the EU.
