The Open Data Directive was meant to limit the duration of exclusive arrangements for the digitisation of European cultural heritage by commercial actors, but its reliance on review mechanisms rather than a firm temporal limit has proven insufficient in practice.
We call upon the co-legislators to establish a maximum duration of 10 years for exclusive arrangements and remove the existing review clause which is so commonly disregarded.
