At the 47th session of WIPO’s Standing Committee on Copyright and Related Rights (SCCR), the African Group tabled a proposal for an instrument on limitations and exceptions aimed at supporting education, research, cultural heritage, and access for persons with disabilities. This analysis compares the Proposal on L&Es Prepared by the African Group (SCCR/47/5) with selected provisions of the following EU Directives: CDSM Directive (2019/790), Marrakesh Directive (2017/1564), Orphan Works Directive (2012/28/EU), Software Directive (2009/24/EC), Enforcement Directive (2004/48/EC), InfoSoc Directive (2001/29/EC) and Database Directive (96/9/EC).
